USDA Announces Grants For Urban Agriculture And Innovative Production

The U.S. Department of Agriculture recently announced the availability of up to US$4 million for grants to further support urban farming entrepreneurs and businesses looking to innovate.

Supporting Innovation In Urban Agriculture

The U.S. Department of Agriculture (USDA) recently announced the availability of up to US$4 million for grants to further support urban farming entrepreneurs and businesses looking to innovate.

It is encouraging to see the USDA continue to provide financial support to city stakeholders as applicants around the country aim to improve their communities through urban agriculture.”

Considering that over 6.7 billion people are projected to live in urban areas by 2050, these grants are essential to ensuring greater food security in the urban context and helping support food justice and equity. This enables farmers to better educate and unify communities to improve the locals’ overall health and permit them greater nutritional access.

As part of the USDA Natural Resources Conservation Service Office of Urban Agriculture and Innovative Production, Leslie Glover comments that “the purpose of UAIP competitive grants are to support the development of urban agriculture and innovative production activities by funding planning projects and implementation projects. Planning projects may be designed to initiate or support projects in the early stages of development, while Implementation projects may be designed to accelerate existing and emerging models of urban, indoor, and other agricultural practices that serve multiple farmers or gardeners or improve access to local food in the target area(s).”

Who Is Eligible To Apply?

Awarded by the USDA’s Natural Resources Conservation Service, this grant opportunity “is only eligible to nonprofit organizations, local or tribal governments, and any schools that serve any of the grades kindergarten through 12 in areas of the United States.” 

More specifics on eligibility can be found in the Notice of Funding Opportunity (NFO), and supporting documents can be found here. Although seemingly limiting for non-eligible parties, Leslie adds that “non-eligible entities can be partners on a project” in order to benefit from this grant. 

“This is a really great opportunity for for-profit businesses to partner with nonprofits to meet shared goals. For example, a school that wants to set up a small vertical farm as part of their science curriculum could apply for funds and partner with a local vertical farm operator for technical expertise. A city that is looking to promote various aspects of urban agriculture within its jurisdiction could be the lead and partner with a software designer to develop an online platform that helps facilitate the various aspects of urban agriculture that it wants to promote. The possibilities are endless, and for creative organizations, this is a golden opportunity.”

Inspiring A Change

Previously awarded grants have seen great success in reshaping food production in built-up urban cities. Leslie shares that “last year’s grants were used in several ways from creating a citywide Agriculture Master Plan in New Haven, Connecticut, to providing fresh produce to food deserts and food insecure areas in targeted urban zip codes in Wichita and Sedgwick Counties in Kansas.”

As for this new $4 million made available for grants this year, the USDA wants to continue inspiring and encouraging change. Leslie adds that “like last year, the goal is to serve communities in urban areas, suburbs, or urban clusters where access to fresh foods are limited or unavailable.” This is planned to be done “by leveraging collaboration, information sharing, and reporting on evidence-based impacts.”

Fresh Impact Farms Awarded Arlington's First Agriculture Grant

Arlington County received its first-ever agriculture fund grant from the state, money that will go to county-based Fresh Impact Farms.

ARLINGTON, VA — Arlington County received its first-ever agriculture fund grant from the state, money that will go to Fresh Impact Farms, an Arlington-based company that plans to double production at its indoor growing facility.

Virginia Gov. Ralph Northam announced Monday that he had awarded an Agriculture and Forestry Industries Development, or AFID, Fund grant to Arlington totalling $15,000 to be given to Fresh Impact Farms. The company will receive a total of $30,000 from the government, with Arlington County matching the state grant with local funds.

"Agriculture continues to be a key driver of our economic recovery in both rural and urban areas of our commonwealth," Northam said Monday in a statement. "Innovative, dynamic businesses like Fresh Impact Farms are demonstrating how exciting new opportunities can grow out of pandemic-related challenges."

"I congratulate the company on their success and am thrilled to award the first-ever AFID grant to Arlington County to support this expansion," the governor said.

In recent decades, Arlington County has grown into one of the most densely populated counties in the nation. Up until World War II, Arlington still had plenty of farmland. But over the past 60-plus years, the only farming in the county has been of the backyard and patio variety or in the community gardens in the Four Mile Run area.

Operating since 2018, Fresh Impact Farms uses proprietary hydroponic technology to grow a variety of specialty herbs, leafy greens, and edible flowers indoors.

"Governor Northam's award to Fresh Impact Farms, Arlington's only commercial farm, is an innovative way to celebrate unique uses of technology to help a small business pivot during the pandemic," Arlington County Board of Supervisors Chairman Matt de Ferranti said. "I am thrilled that Fresh Impact Farms is growing and looking to the future of a sustainable food supply."
The company will invest a total of $137,500 as part of the expansion, which will include a second grow room, a larger production facility, and an educational hub where customers, after the pandemic, will be able to see how their food is harvested.

Fresh Impact Farms' community-supported agriculture or CSA, program focuses on leafy greens and home kitchen-friendly herbs and has grown them steadily since the program's creation last April. Along with residential customers, the company now has smaller wholesale clients in the Washington, D.C., area.

After the start of the pandemic, Fresh Impact Farms decided to shift its business model to a CSA delivery service in order to continue generating revenue.

"Seizing the opportunity created by more people cooking at home, the company initiated a Community Supported Agriculture program targeting area residents," the governor's office said.

"Now, with vaccinations underway and the restaurant industry poised to rebound, Fresh Impact Farms is expanding, which will allow the company to resume supplying their restaurant customers, while also meeting new demand through their CSA program," the governor's office said.

Over the next three years, the company expects to grow an additional 10,500 pounds of Virginia-grown leafy greens, herbs, and edible flowers for restaurant and CSA customers.

The future is bright for urban agriculture, said Ryan Pierce, founder of Fresh Impact Farms, located in the back of a Lee Highway strip mall.

"The support and generosity from the Commonwealth and Arlington County will be valuable as we expand our production and move towards a hybrid model of serving both the needs of restaurants and consumers," Pierce said in a statement. "As the owner of a local food business, nothing gets me more excited than seeing the community come together in support of local food."

The funds from the Arlington County Industrial Development Authority, together with the state grant, represent "an important investment in urban agriculture, sustainability, and technology," Arlington County IDA Chair Edwin Fountain said in a statement. "This project will advance the County's innovative and forward-thinking approach to developing new sectors of economic activity in Arlington."

Funding Now Available To Help Farmers Withe FMSA

Farmers are working to improve food safety on the farm, and prepare for Food Safety Modernization Act (FSMA) inspections, but this requires both assistance and resources

Farmers are working to improve food safety on the farm, and prepare for Food Safety Modernization Act (FSMA) inspections, but this requires both assistance and resources. We are excited that the Food Safety Outreach Program (FSOP) applications have just opened up and will provide organizations with funding to assist and help farmers and small food businesses with both FSMA and food safety.

FSOP is a federal grants program that funds community-based organizations, non-governmental organizations, cooperative extension, and local, state, and tribal governments’ programs focused on food safety and FSMA. The U.S. Department of Agriculture (USDA) National Institute of Food and Agriculture (NIFA) recently announced $9.6 million in FSOP grant funding this year – the most funding ever available and an increase of almost $2 million from last year.

The deadline for applications is Thursday, April 1, 2021.

Application Details

FSOP projects should focus on outreach, education, and assistance for farmers and small processors around food safety practices and the new FSMA rules. There are two types of projects eligible organizations can pursue to receive FSOP funding: Community Outreach and Collaborative Education and Training Projects. There is no match requirement.

Community Outreach Projects

FSOP will once again offer Community Outreach Projects, to support the development of new food safety programs and to help groups build capacity to address the needs of their communities. Awards can be between $80,000 and $150,000 for projects lasting up to two years. Community Outreach Projects must:

  • Create, implement or expand food safety education to niche, underserved, or non-traditional audiences.

  • Be led by a team with a record of strong community partnerships and working with others to educate target audiences.

  • Create and implement a customized food safety training and outreach program for various types of farms or food processors, including those working with conservation systems, sustainable businesses, and organic food producers.

Collaborative Education and Training Projects

Collaborative Education and Training Projects aim to fund state-wide, multi-state, or multi-county food safety training projects. Grant awards are available for $200,000 to $400,000 for projects up to three years. These projects must:

  • Be led by a project team with a track record of community partnerships and serving the educational needs of the target audiences.

  • Create and execute food safety education and outreach for various types of farms or food processors, including those working with conservation systems, sustainable businesses, and organic food producers.

Additional Funds Available for Outreach to Communities of Color

An additional $150,000 is available for applications to either project type that increase outreach to communities of color through the Collaborative Engagement Supplements. Organizations applying for this supplemental support must include a significant collaboration with either one or more of the following universities, colleges, or organizations: 1890s, 1994s, Insular Areas, Alaska Native-Serving and Native Hawaiian-Serving (ANNH), Hispanic Serving Agricultural Colleges and Universities (HSACU), and community-based organizations serving socially disadvantaged populations.

There is also funding available for the four regional centers focusing on food safety and FSMA. Current centers include:

Program Changes for FY 2021

The FSOP RFA changes highlight a few recommendations the National Sustainable Agriculture Coalition requested, and we are thankful for NIFA’s continued partnership, and efforts to ensure these changes.

NIFA clarified that the additional Collaborative Engagement Supplements must be in direct partnership with a Minority-Serving Institution or an organization working to serve farmers of color that have been historically underserved, and that the proposed budget must adequately reflect this partnership. NSAC appreciates this clarity and looks forward to further analyzing the racial equity impact of FSOP grants.

NSAC is also excited about the new requirements for Regional Centers to partner with an 1890, 1994, ANNH, HSACUs and/or community-based organizations serving socially-disadvantaged populations within their region, which will help ensure outreach and resources to farmers of color continues to be prioritized. 

NSAC also appreciates the clarity that Community Outreach Projects can be used for FSMA training for the organization’s staff with minimal food safety experience and that organizations must have relationships with the target audience.

A New White House Signals New Opportunities For AgTech Startups. Are We Up For The Challenge?

A radical new approach is needed, and startups have the agility to bring new technology to market at the pace which is required. So, are we up to the challenge?

Much has been analyzed and debated as the new administration enters the White House, but President Joe Biden has made a number of appointments that clearly illustrate his commitment to addressing climate change and the critical role science will play.

He has elevated the role of Science Advisor to a cabinet-level position. It will be filled by mathematician, geneticist, MIT professor, and founding director of the Broad Institute, Eric Lander.

Biden has also created a new White House Office of Climate Policy. And one of his very first acts as president was signing executive orders to enable the US to rejoin the international Paris Agreement on climate change mitigation.

It’s also clear that agriculture will play a major role, with Biden saying, “we see farmers making American agriculture first in the world to achieve net-zero emissions and gaining new sources of income in the process.”

Secretary of Agriculture nominee Tom Vilsack, who looks set to return to the post he held during the Obama administration, has indicated that he will quickly ramp up programs to combat climate change.

Simply put, “expect administrative actions aplenty from a variety of USDA [US Department of Agriculture] agencies to combat climate change,” he said.

The time is right

The need couldn’t be more pressing, or more clear. 2020 was one of the hottest years on record, tied with 2016 .Carlo Buontempo, director of the EU’s Copernicus service, noted it is “no surprise that the last decade was the warmest on record, and is yet another reminder of the urgency of ambitious emissions reductions to prevent adverse climate impacts in the future.”

Research reported by ScienceNews projects global farmland will need to grow 3.4 million square kilometers – approximately the size of India – by 2050 to meet the needs of a growing population. But, as the article notes, an overhaul of the global food system could drastically reduce the need for land while still feeding the world’s ever-expanding population.

The need to address climate change is nothing new, but the new White House is signaling new opportunities for agriculture to lead the way with science and technology.

Agriculture has an impressive history: the technology of recent times has allowed food producers to keep pace with the spectacular growth in the population, with approximately 6 billion more mouths to feed in the last 60 years alone. But agriculture currently requires more resources than can be replaced. This is clearly not sustainable.

A radical new approach is needed, and startups have the agility to bring new technology to market at the pace which is required. So, are we up to the challenge?

Leading with technology

The problem to date isn’t a lack of desire to address these pressing environmental issues. Simply put, existing practices and technology cannot sustainably feed a world of 8 billion people.

There is a great deal of focus being put on soil, which is critical; but let’s not forget the seed. Everything we grow begins with a seed – it holds all of the potential and determines the resources needed to grow.

The seed technology on the market today is primarily focused on pest and weed management. This was critical in meeting the demands of the recent past and will certainly continue to be relevant as we move forward.

However, in our efforts to address these issues, we inadvertently reduced the diversity in major crops – one of nature’s best survival tools – by selecting for traits that best met the needs of the day.

So, how can we bring back biodiversity without sacrificing productivity or growing crops that require more resources?

By designing better seeds.

To make a significant impact on yield or dramatically improve a plant’s use of water, you have to make multiple changes within a single plant. Basic gene knockout is often too blunt of an editing tool to properly address all of the changes required. While you might need to knock out a gene in one part of the code, another might require only a slight adjustment; whereas another might need to be replaced altogether, all within the same seed.

These types of edits aren’t simple, but are possible with the right technology. By understanding the full potential of seed, we can unlock new possibilities and better address the specific needs of growers based on their land, creating more diversity in the seeds being planted.

It’s not that others have decided not to tackle these complex issues within a seed – it’s simply that the technology didn’t exist. As startups, this is where our agility comes into play. When you are small, it’s easier to be nimble and quickly pivot.

Value creation across the system

Despite historical advances, the people who grow our food have not always received their fair share of the value created by new technology. While Vilsack recently spoke of creating a “whole new suite of revenue streams” for farm income, it’s equally important to ensure value creation with new technology being brought to market.

Part of the struggle in the past is that regulatory hurdles associated with genetic modification of seeds added significant time and cost. This made it nearly impossible for anyone but the large industry players to compete. The added time and costs also played a role in driving competitive intellectual property and exclusivity strategies, which only contributed to further to cost.

Conversely, the regulatory environment for gene-editing technology in the US will enable a clear and efficient path to get the technologies in the hands of growers. This will also help to democratize the technology and let players of all sizes compete in the development of new solutions.

In order to ensure value creation across the food system, we’re going to have to work with the new White House to ensure clear paths to market. This will encourage competition at every level and bring more viable solutions to growers.

In sharing value creation with farmers, we not only protect their income, but allow their communities to benefit as well.

Making agriculture the climate hero

With clear signals from the Biden administration, now is the time for startups to show our leadership with truly innovative solutions.

Many of us have dedicated our work to finding more sustainable solutions for agriculture. We have been asking for the opportunity to show how agriculture can mitigate climate change and we’ve seen a number of organizations roll-out ‘net zero’ commitments. This is a great start.

I challenge my fellow agtech leaders – especially those in the startup space – to work towards a shared goal of positively impacting the environment with the technology we bring forward. We know our organizations are best suited to move at the speed which is required to meet the challenges ahead. Let’s work in cooperation to address the needs of our industry and the planet.

So, are we up for the challenge?

Here are the details on what AppHarvest wants to do, and a look at whether the company represents the future of farming.

Nick Sciple: One last company I wanted to talk about, Lou, and this is one I think it's -- you pay attention to, but not one I'm super excited to run in and buy. It was a company called AppHarvest. It's coming public via a [SPAC] this year. This vertical farming space. We talked about Gladstone Land buying traditional farmland. AppHarvest is taking a very different approach, trying to lean into some of the ESG-type movements.

Lou Whiteman: Yeah. Let's look at this. It probably wouldn't surprise you that the U.S. is the biggest global farm exporter as we said, but it might surprise you that the Netherlands, the tiny little country, is No. 2. The way they do that is tech: Greenhouse farm structure. AppHarvest has taken that model and brought it to the U.S. They have, I believe, three farms in Appalachia. The pitches can produce 30x the yields using 90% less water. Right now, it's mostly tomatoes and it is early-stage. I don't own this stock either. I love this idea. There's some reasons that I'm not buying in right now that we can get into. But this is fascinating to me. We talked about making the world a better place. This is the company that we need to be successful to make the world a better place. The warning on it is that it is a SPAC. So it's not public yet. Right now, I believe N-O-V-S. That deal should close soon. [Editor's note: The deal has since closed.] I'm not the only one excited about it. I tend not to like to buy IPOs and new companies anyway. I think the caution around buying into the excitement applies here. There is a Martha Stewart video on their website talking up the company, which I love Martha Stewart, but that's a hype level that makes me want to just watch and see what they produce. This is just three little farms in Appalachia right now and a great idea. This was all over my watchlist. I would imagine I would love to hold it at some point, but just be careful because this is, as we saw SPACs last year in other areas, people are very excited about this.

Sciple: Yeah. I think, like we've said, for a lot of these companies, the prospects are great. I think when you look at the reduced water usage, better, environmentally friendly, all those sorts of things. I like that they are in Appalachia. As someone who is from the South, I like it when more rural areas get some people actually investing money there. But again, there's a lot of execution between now and really getting to a place where this is the future of farming and they're going to reach scale and all those sorts of things. But this is a company I'm definitely going to have my radar on and pay attention to as they continue to report earnings. Because you can tell yourself a story about how this type of vertical farming, indoor farming disrupts this traditional model, can be more efficient, cleaner, etc. Something to continue paying attention to as we have more information, because this company, like you said, Lou, isn't all the way public yet. We still got to have this SPAC deal finalized and then we get all our fun SEC filings and quarterly calls and all those sorts of things. Once we have that, I will be very much looking forward to seeing what the company has to say.

Whiteman: Right. Just to finish up along too, the interesting thing here is that it is a proven concept because it has worked elsewhere. The downside of that is that it needed to work there. Netherlands just doesn't have -- and this is an expensive proposition to get started, to get going. There's potential there, but in a country blessed with almost seemingly unlimited farmland for now, for long term it makes sense. But in the short term, it could be a hard thing to really get up and running. I think you're right, just one to watch.

Alaskans have a huge opportunity to increase their food security and resilience through a $1.8 million dollar mini-grant offered through the State of Alaska Division of Agriculture in 2021.

Who Can Apply?

Both individuals and organizations can apply; the definition is very broad: all individuals, Indian Tribes or tribal organizations, non-profit organizations, and federally funded educational facilities in the State of Alaska. Therefore, everyone in the State of Alaska who has a project which will meet the requirements of the program are eligible to participate.

How much?

$1.8 million dollars for 2021. There will be additional funding in 2022 and 2023.

Individuals

Individuals may apply for up to $5,000 per year for up to 3 years. The maximum of $15,000 over 3 years.

Organizations

Organizations may apply for up to $10,000 per year for up to 3 years. Maximum of $30,000 over 3 years.

Multiple Awards For The Same

Project Are Allowed | 10% Matching

Awards may be granted for two or more eligible entities to carry out the same project. 10% match is required; but for individual grants, a waiver may be requested which will be considered for approval.

Purpose And Use of Grant Funds

To engage in activities that will increase the quantity and quality of locally grown food for food insecure individuals, families, neighborhoods, and communities, including by:

Purchasing tools, equipment, soil, soil amendments, seeds, plants, animals, canning equipment, refrigeration, or other items necessary to grow and store food;

Expanding areas under cultivation to grow food or to qualify for an EQUIP high tunnel to extend the growing season;

Hydroponic and aeroponic farming;

Building, buying, erecting, or repairing fencing for livestock, poultry, or reindeer;

Purchasing and equipping a slaughter and processing facility;

Traveling to participate in agricultural education

Paying for shipping of items related to growing or raising food;

Creating or expanding avenues for the sale of local food, increasing the availability of local nutritious food, and engaging in other activities related to increasing food security (including subsistence)

Scoping Pre-Application Project Scoring

An independent Review Committee will evaluate the scoping pre-applications with the following criteria:

Eligibility of the proposal per the farm bill legislation

The ability of the proposed activity to increase the production and/or storage capacity in the local community

The level of food insecurity in the applicant’s region

Other relevant information as to the capacity and purpose of the applicants

AUBURN HILLS, Mich., - – Eleven Southeast Michigan urban farming groups received $75,000 in funding from the Mahindra Automotive North America Urban Agriculture Grant Program this week.

The grants address COVID-19’s impact on locally available food supplies in inner-city areas.“We felt that concentrating our 2020 grant funds on strengthening the urban agriculture community’s ability to grow and distribute food to people in need was one of the ways we could be of the most help during the pandemic,” said Rick Haas, Mahindra Automotive North America’s President, and CEO.“

Now more than ever, we need to support Michigan’s urban farmers who are growing healthy food for their communities,” said U.S. Senator Debbie Stabenow. “I applaud the commitment of Mahindra Automotive North America and all businesses and organizations who are strengthening urban farms in our state.”

The Office of Urban Agriculture and Innovative Production will hold a webinar on June 3, 2020, from 4 to 6 p.m. Mountain Standard Time. It will provide an overview of the grants’ purpose, project types, eligibility and basic requirements for submitting an application.

The U.S. Department of Agriculture (USDA) is encouraging communities and families to create gardens on rooftops, indoors, traditional, non-traditional and other urban farms to be successful at their craft. They recently announced grants to help establish community gardens and compensate people for start-up costs.

The USDA allocated $3 million for grants through its new Office of Urban Agriculture and Innovative Production.

The Office for Urban Agriculture and Innovative Production was organized after the 2018 Farm Bill was passed by both the house and senate and signed into law by President Trump.

The competitive grants are intended to support the development of urban agriculture and innovative production projects. They will accept applications on their website Grants.gov until midnight, July 6, 2020.“

These grant opportunities underscore USDA’s commitment to all segments of agriculture, including swiftly expanding areas of urban agriculture,” Under Secretary for Farm Production and Conservation Bill Northey said. “Such projects have the potential to address important issues such as food access and education and to support innovative ways to increase local food production in urban environments.”

Whole Foods Grants $500,000 To Provide 150 Salad Bars To Schools

Whole Kids Foundation, a nonprofit focused on children’s nutrition and wellness, announced that 150 new salad bars will be provided to schools in the U.S. this year. The $500,000 investment will ensure more than 75,000 students will have access to fresh healthy produce at school.

In partnership with Salad Bars to Schools, Whole Kids Foundation has provided nearly 5,500 school salad bars since 2011. Salad Bars to Schools is a public-private partnership founded by Whole Foods Market, Chef Ann Foundation, National Fruit & Vegetable Alliance and United Fresh Start Foundation. Collectively, more than $14.3 million has been invested across all 50 states providing over 2.7 million children with daily access to fresh fruits and vegetables.

Salad bars at schools are a proven way to encourage kids to eat more fresh vegetables and are a successful strategy to promote healthy eating for students, according to research by The Pew Charitable Trusts. Eating nutritious food is linked to their academic success (Centers for Disease Control & Prevention); specifically, higher grades and standardized test scores, reduced absenteeism and improved cognitive performance. For these reasons, school salad bars are in high demand.

“Every salad bar gives kids access to fresh vegetables and fruit every day, which allows them to make healthy food choices,” said Nona Evans, executive director and president of Whole Kids Foundation. “We are so proud to be a part of the movement working to support a healthier generation of kids.”

According to the U.S. Department of Agriculture, which funds the national school lunch program, more than 31 million kids eat school lunch every day and for many, what they eat at school is more than 80 percent of their daily calories. The Center for Disease Control & Prevention reports that kids with access to a salad bar consume three times more fruits and vegetables, indicating that when kids have healthy options, they make healthy choices.

Not only is having nutritious food accessible to students good for their health and education, it’s also financially smart. The cost for one freestanding, mobile salad bar grant is about $3,000. This includes everything a school needs to get started: the bar, chill pads, pans and tongs. Each salad bar can serve a school for 10 years, which makes it incredibly cost effective with the true cost being about $0.01 per child, per day.

In addition to the salad bar equipment, each school that is awarded a grant also receives training tools provided by thelunchbox.org, including food-safety training, knife skills training and fully tested, nutritionally analyzed and scalable recipes.

Whole Kids Foundation accepts salad bar grant applications year-round from school districts and are submitted by district food service staff. A parent advocate toolkit is available for parents interested in encouraging their school districts to apply for a salad bar grant.
